Hassan Sheikh Mohamud grew up in Hiiraan before training as an engineer and educator. Long before he held office, he was known in Mogadishu as a civil society organiser working to rebuild institutions after years of conflict — experience that shaped the state-building focus of his presidency.

In 2012, he became the first President elected on Somali soil in more than 42 years, and the country's first non-transitional head of state since 1991. A decade later, in May 2022, he was elected again — becoming the only Somali leader to serve two non-consecutive terms.

The record

What his terms in office have delivered

First term · 2012–2017

Rebuilding the state from the ground up

Completed Somalia's federalization process, establishing Jubbaland, South West, Hirshabelle, and Galmudug as federal member states. Revived core financial institutions, including the Central Bank, and introduced the country's first official national budget.

First term · Security

Rebuilding the national army

Led reforms to the Somali National Army's capability, including operations that recovered territory from extremist groups.

Second term · 2022–present

Security gains in Mogadishu

Since returning to office, the government points to a marked reduction in bombings in the capital compared with previous years, alongside visible commercial growth — new malls, supermarkets, and construction activity across the city.

Second term · Economy & diplomacy

Debt relief and international recognition

Received the Africa Presidential Leadership Award for state-building, debt relief negotiations, and counterterrorism work, alongside continued efforts to stabilise Somalia's fiscal position and strengthen its place on the world stage.

Ongoing

Moving toward direct elections

His government has pursued a shift away from Somalia's traditional clan-based indirect voting system toward universal suffrage — a process that remains actively contested between the government and opposition over timing and constitutional terms.

The vision

What guides the way forward

Stable, secure statehood

Consolidating federal institutions, strengthening the national army, and extending government authority so that every Somali lives under the protection of the state.

Economic renewal

Sustaining debt relief, rebuilding core financial institutions, and fostering the commercial growth now visible across Mogadishu and beyond.

One Somalia, one ballot

Advancing the transition from clan-based indirect voting to universal suffrage, so every Somali citizen has an equal voice in choosing their leaders.

Global partners, national pride

Balancing international support with Somalia's right to govern itself — strengthening friendships abroad while asserting Somali leadership at home and in the region.
